Recruitment Drive

The President of Puntland recently introduced and amnesty against armed groups.

The aim being to prevent renewed conflict and to encourage reconciliation.

Local communities have reportedly shown willingness to prevent the terrorists’ recruitment of local youth.

However there is a fear this could have a positive knock on effect to pirate recruitment, if the youths do not become terrorists will they become pirates?
